Explanation:
Leidos Supply Ltd will be looking to award a framework under The Public Contract Regulations (PCR) 2015.
Regulation 6 (15) contracting authorities may award contracts for individual lots without applying the procedures provided for by this Part, but only if the estimated value, net of VAT, of the lot concerned is less than £138,760.
Regulation 32 (1) In the specific cases and circumstances laid down in this regulation, contracting authorities may award public contracts by a negotiated procedure without prior publication.
(2 - a) where no tenders, no suitable tenders, no requests to participate or no suitable requests to participate have been submitted in response to an open procedure or a restricted procedure

Finest Brands International Ltd is the only manufacturer that responded to Team Leidos' public engagement and is able to meet the specification for Horse Riding PPE required for, but not strictly limited to, the Household Division.
