This is a complex, niche requirement that must be managed and dealt with sensitively, ensuring the safety of the patient, public and Health Board staff.

The Nephrology Directorate within Cardiff & Vale University Health Board (C&V UHB) require two security officers to attend Merthyr dialysis to support with a complex patient who requires assistance and monitoring during their treatment.

The provision is every Monday, Wednesday and Friday from approximately 11.30/11.45 until approximately 16.40/17:00 (5.5-hour shift). The Health Board is committed to excellence in healthcare, playing a vital role in addressing the complex needs of its patients whilst protecting dialysis staff. It is the intention of the UHB to work towards the reduction and elimination of all abuse.

Section four. Procedure

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

This a complex and niche provision, with the requirement needing both sensitivity and professionalism to ensure the safety of the patient, the public and Health Board Staff.

A number of short-term contracts have been awarded previously, resulting in repeated procurement processes but with limited competition, that was deemed unsuitable for the requirement, following evaluation of the proposed bids.

Internal options have also been explored, however, there is a requirement for an external provider. The provider must ensure that service delivery is in line with its ISO9001 accreditation, or other recognized Quality Assurance system as implemented by the Supplier and agreed with C&V UHB. The provider must also dispose of all redundant equipment and waste generated as part of its service delivery in accordance with the General Standards and any legislation or best practice such as WEEE Regulations as amended or as imposed by ISO14001 accreditation where relevant.

This is a time critical procurement and there is no scope for the lapse of contract to ensure there is security staff in place at the required times.

The awarded supplier retains the necessary accreditations and awarding this contract will ensure continuity of care for the patient. On this basis, Cardiff and Vale University Health Board are seeking to award this contract to Safestyle Security Ltd on a 1-year basis with an option to extend for a further 12 months at the sole discretion of the Health Board.
