Description
Wessex Water has five sites with the capability for biomethane gas production through anaerobic digestion (and in some cases food waste) with the ability for gas exportation off site. This entails consultancy and maintenance work more traditionally found in the gas / energy sector rather than the water sector.
We're seeking suppliers with the relevant expertise to support our requirements in these areas:
• Lot 1: Process Engineering & Process Safety Consultancy
• Lot 2: DSEAR / Safety Critical Maintenance

Part Lot 1. Process Engineering & Process Safety Consultancy
Description
This Lot will create a pool of suitably qualified suppliers that will be invited to bid for consultancy work in the following areas (non-exhaustive):
• Formal Process Safety Assessment Studies (FPSA), Hazard Identification (HAZID), Hazard & Operability Study (HAZOP), Layer of Protection Analysis (LOPA), Human Factor Studies, Quantitative Risk Assessment (QRA), Functional Safety (1-5) stages, Occupied Building Risk Assessment (OBRA, Failure Mode & Effects Analysis (FMEA)
• Gas detection systems (including location)
• Consequence Modelling
• Dangerous Substances & Explosive Atmosphere Regulations (DSEAR) risk assessments
• Review/update Hazardous Area classification (HAC)
• Hazardous Area Drawings (HACs)
• High pressure gas pipework design including TD/12
• Process design requirements including propane, methanol, oxygen, biogas, chlorine, and pyrolysis
• Plant performance diagnosis
• Gas bag and flare systems
• Biomethane injection

Description
This Lot will create a pool of suitably qualified suppliers that will be invited to bid for consultancy work in the following areas (non-exhaustive):
• ATEX (Explosive Atmospheres) Equipment & SR/25 Modification Assessment
• Working in DSEAR zones
• Dangerous substances & Explosive Atmosphere Regulations (DSEAR) risk assessments
• Detailed/update P&ID drawings, detailed GA Drawings, Plant Layout drawings
• Gas quality sampling and monitoring
• Routine inspections of ATEX equipment
• LEV/MEV-Ventilation systems review
• Review Gas detection system

Full details of requirements are listed in the PQQ documents, but include technical expertise in gas / biogas / toxic gas and the application of:
- Inherently safer design ISrD
- Identification of major accident hazards
- Application and demonstration of ALARP, for example expertise in the following areas: Functional Safety IEC 61508 and 61511 and Machinery Safety BS13849
