Network Rail is seeking to put in place a framework for the provision of lift and escalator consultancy services.

Since taking over the rail network in 2002, Network Rail have been committed to providing safe, reliable and efficient infrastructure for the UK. There are more than 40,000 of us in the company working hard to improve every aspect of the railway. We are ambitious for its future and want to expand the network to meet users’ needs.

While we do not run the trains or sell tickets, we do maintain, manage, and improve every aspect of the infrastructure. That’s 20,000 miles of track, 30,000 bridges, tunnels and viaducts and the thousands of signals, level crossings and stations. We manage 20 of the UK's largest stations while all the others, over 2,500, are managed by the country’s train operating companies. Over the coming years we will transition to become Great British Railways.

The Network Rail national portfolio currently consists of approximately 1480 lifts and 300 escalators. In the next control period, we expect to see the number of assets increase by 10%.

Draft description of service requirements:

The supplier(s) shall provide consultancy support for the following lift and escalator activities:

• Technical leadership

• Project delivery

• Asset management

• Maintenance

• Assurance

Technical leadership consultancy activities may include:

• Providing technical expertise for the improvement of Network Rail standards and processes

• Advising on new technology, innovations, sustainability measures and energy saving features.

• Aspects such as remote monitoring and software advances shall be included in this advice.

• Acting in an advisory capacity in relation to investigations and responses to Her Majesty Rail Inspectorate Reports (HMRI). This will include supporting the close-out for any such accidents, incidents, and close calls where instructed.

• Provide an update on any changes to legislation and statutory requirements in relation to lift and escalator design, construction, and maintenance.

• Provide independent safety related event accident investigations.

Project delivery consultancy activities may include:

• For Network Rail capital delivery projects, the supplier shall have the capability to discharge the function of Principal Designer as recognised under CDM regulations.

• Where appropriate, the supplier shall have the capability to discharge the role of Project Engineer under NR/L2/RSE/02009.

• Under Network Rail’s PACE process.

Asset management consultancy activities may include:

• Provide NR L&E Team with asset condition reports including asset data collection and upload into asset management database.

• Providing technical expertise to support the development of the Network Rail strategic business plan, asset management plans and maintenance regime.

Maintenance consultancy activities shall include:

• Certification of major repair and replacement Services and Works, including site surveys and inspections as well as all handover and witnessing on site as required.

• Providing technical assistance at poo performing assets to establish root cause and corrective actions.

• Assisting with statutory inspections reports and closure of any defects or observations raised (LOLER/SAFed).

• Inspection and assessment of vandalism or misuse and providing robust repair/protection recommendations.

• Inspection of new and replacement lifts and escalators, including the provision of reports providing budget costs and programmes associated with ongoing operation and maintenance

Assurance consultancy activities shall include:

• Support NR L&E Team in delivering assurance activities, such as reviews of maintenance activities and statutory documentation.

Network Rail will be hosting a market engagement event for lift and escalator consultancy services on 3rd December 2024. The event will be hosted on TEAMS and shall commence at 12.30 promptly. The objective of this event is for Network Rail to provide information to potential suppliers on lift and escalator consultancy services requirements; how the services currently works and developments of the service during CP7.
