two.1.4) Short description

The Schools Water Strategy (SWS) is an invest to save service aimed at reducing the risk of flooding in schools.

One of the workstream elements within the SWS is the delivery of Property Flood Resilience (PFR) measures within schools which are at risk of flooding. The team works with schools who either have the highest forecasted flood risk or have flooded previously to protect the school building and pupils’ education days.

Following on from the above, the Department for Education’s SWS Team are hosting a Market Engagement event to further expand on the requirements and offer the opportunity for attendees to:

• Gain a better understanding of deliverables and assurance requirements

• Feedback around the feasibility of the requirements

• Provide opinions on risks and issues

• Discuss Market constraints and pressures that may affect suppliers’ ability to deliver

• Gain a better understanding of Cabinet Office requirements around Modern Slavery and Social Value

• Discuss the proposed procurement route

We would like to invite organisations who have experience in delivering PFR within schools including Grey (doors, barriers, walls etc) and Green (nature based/SuDS) solutions to mitigate all types of flood risk, as well as:

• Flood Risk Assessments

• Design and Optioneering of solutions

• Construction/Installation of Property Flood Resilience Measures

• Technical Assurance

• Project Management

The final scope of the DfE’s requirements have not yet been confirmed. If any procurement activity does arise, the requirements will be refined pending the results of market research. If these overarching services are not something that your organisation delivers, then this event will not be suitable for you. This notice does not constitute a call for competition to procure any services for the DfE. The procurement of any services will be carried out in accordance with the relevant Government Procurement Regulations. The purpose of this PIN is to inform of the Market Engagement event only and the event is solely to provide further information to the market and the DfE.

Any funding for Property Flood Resilience providers relating to this Market Engagement Event is subject to approval of the internal departmental Budget. If funding is not secured in the 2025 internal departmental Budget, then the Market Engagement Event may be amended or withdrawn and future activity relating to this will be reviewed accordingly.
