Provision of cleaning services (including window cleaning) for the councils housing stock- communal areas only.

Winchester City Council is intending to procure a 3-year cleaning services contract commencing nominally during May 2023 (with the option to extend the contract to a maximum of 2 years). TUPE maybe applicable to this contract.

The total contract value for the 5-year term is expected to be in the range of £900,000 to £1.5m.

Please be advised that the council offices are closed from 17:00 on Thursday 22nd December 2022 and will open at 9.00 on Tuesday 3rd January 2023.

two.2.4) Description of the procurement

The work consists of scheduled weekly, fortnightly and quarterly communal area and defined cleaning of 15 sheltered housing schemes, 3 extra care schemes, 71 general needs housing schemes and 7 temporary accommodation schemes owned by Winchester City Council (WCC). Scheduled window cleaning and occasional ad-hoc cleaning also form part of this requirement. The housing stock is expected to increase in size during the contract term and in particular during 2023 with an additional 73 flats in 2 blocks. The WCC district area is approximately 250 square miles the majority of the sites are in Winchester however a number of sites are in the rural market towns.

The sites consist of communal areas to various sheltered, extra care, general needs and temporary accommodation properties within the Winchester City Council District. All schemes vary in size, design, facilities and flooring type.

The Contractor shall supply all cleaning fluids, chemicals and detergents, etc and all equipment and tools. The quality of the materials supplied will be to the entire satisfaction of the contracting authority.

The Contractor shall supply all water for the execution of the works as site supplies cannot be guaranteed. Electricity supply is not available at every site.

There are currently no storage facilities available at any of the sites. Suppliers will need to have ISO 9001 certification or can demonstrate equivalence. WCC has undertaken to ensure its supplier pays no less than the "Living Wage".
