The Contractor shall ensure that all contracts with Subcontractors and Suppliers which the Contractor intends to procure following the Award date, and which the Contractor has not, before the date of this Contract, already planned to award to a particular Subcontractor or Supplier, are advertised through the Sell2Wales portal (www.sell2wales.gov.wales) and awarded following a fair, open, transparent and competitive process proportionate to the nature and value of the contract.

Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Rhondda-Cynon-Taf CBC (The Council) has developed a set of standard social value measures to be included in all relevant tenders and are mapped against the Wellbeing of Future Generations Act Goals. These measures have been developed and chosen to reflect some of the specific needs of the Council and the communities it supports. It is important to note that these social value measures are in addition to any social value or wellbeing that is already being derived from this Contract. Tenderers are able to submit a social value offering against as many or as few of these measures as appropriate. For each measure, guidance has been provided to assist tenderers in understanding what the aim of the measure is. Wherever possible specific requirements that relate to the Council’s or the communities identified need is provided to allow a more targeted response.
