Description

It is anticipated that the Programme will be designed and implemented by the Department of Health and Social Care (DHSC) in conjunction with the National Infrastructure and Service Transformation Authority (NISTA), although this may be in conjunction with (or led by other) relevant contracting authorities. The Programme will involve (at a high level) the design, build, finance, operation and maintenance of certain types of primary and community health infrastructure projects through a Public Private Partnership (PPP) model. This programme is not about the delivery of NHS healthcare services,

Engagement process description

This notice is published to advertise a preliminary market engagement exercise being conducted by DHSC in conjunction with NISTA for the Programme as set out in governments 10 Year Infrastructure Document published on 19th June 2025 The exercise will be comprised of a series of engagement activities with interested persons at various levels of the supply chain, with persons operating at different levels potentially being engaged through separate targeted activities or sessions. The precise details will be confirmed in due course to persons expressing interest and the rolling programme of activities will be updated as engagement progresses. The activities may include written questions and answers and in-person or virtual presentations and meetings (which may be bi-lateral or multi-lateral). However, you may only be invited to participate in those particular activities that are considered relevant to you based on your anticipated role in any delivery supply chain, which you will be required to explain in expressing your interest. Please note that invitations to (and information on) the activities that form part of this market engagement exercise may be provided only to those persons who have registered by the date stated above. It is possible that no further notice of those subsequent activities will be given to the wider market, although DHSC may endeavour to include additional interested persons where feasible to do so. You are therefore encouraged to respond to as soon as possible to register your details and interest. The basis on which the market engagement exercise is carried out is as follows: While DHSC is expecting to request feedback from interested persons, DHSC may choose not to consider or implement any or all of the suggestions made through this market engagement exercise in developing the Programme, or may at its discretion use the outputs from this exercise to shape and refine the delivery model before any formal competitive procurement process is launched. DHSC may continue with its market engagement exercise for so long as it considers this beneficial to the Programme. All information provided on DHSC's current thinking as part of the market engagement exercise (including the contents of this notice) should be considered illustrative in nature and no decision on any delivery model has yet been made. The market engagement exercise is not a formal request for participation in any procurement. Involvement in this exercise will not confer any advantage or disadvantage on any person in respect of any future competitive procurement processes launched under the Programme. Respondents should note that information provided in response to the market engagement exercise may (at DHSC's discretion) be disclosed by DHSC to its directly appointed advisers and consultants (all of whom are subject to obligations of confidentiality as part of their appointment) and / or to other stakeholders within Government. The information provided in responses may also be disclosed, in a suitably summarised and anonymised form, to other stakeholders and to other interested persons. DHSC is not obliged to respond to any correspondence related to the market engagement exercise. Direct or indirect canvassing of DHSC (or any person connected with it) by any person concerning the market engagement exercise, or any attempt to procure information outside of the defined process is discouraged and may (in certain circumstances) require the disqualification of the relevant person(s) from participation in any future competitive procurement process. Any costs of participation in this market engagement exercise will be borne by the interested person. Given the early stage of the Programme, all values, dates and other information included in this notice (where given) are approximate and indicative only, significant work will be required (including but not limited to market and stakeholder engagement) before any formal procurement processes may be launched, and DHSC does not make any commitment as to when, or if, or in what format any future procurement may be launched under the Programme. We have provided an indicative capital cost for the Programme of £1bn but the Programme is subject to further scoping, including through this engagement, and may change significantly. We anticipate this Preliminary Market Engagement Exercise will close on 22nd August 2025 but we reserve the right to extend. It should also be noted that NISTA will be carrying out additional market engagement in respect of general PPP models and structures including certain contract terms building on lessons learned from past government experience.
