The Kent County Council (KCC) wishes to engage with suppliers regarding capacity in the market to provide future organic (green) waste reprocessing services.

KCC’s existing contracts for these services are currently due to end in phases (August 2024, March 2026 and August 2028).

The current contracts are split into lots by geographical regions as set out below, but this is subject to change following the commissioning strategy and/or market engagement feedback.

• East Kent

• Mid Kent

• West Kent

• Southwest Kent

The current intention is to re-procure these services as a single contract, with multiple lots, however this is subject to change. The Authority will provide updates to the market on when a procurement process is likely to commence to assist with planning.

The following materials for organic waste treatment are in scope for the purposes of the future contract opportunity:

Garden waste

Grass cuttings, leaves, weeds, dead flowers and plants from the garden, light garden prunings, hedge trimmings, small branches, untreated wood chippings and windfalls of fruit etc.

The Provider shall be responsible for the reception, handling, storage, processing / treatment of all organic waste received. The Authority requires that the output product from the treatment facility for organic waste meets the standard of BSI PAS 100 and 110 accreditation (or equivalent) for composting and anaerobic digestion respectively; the Animal By-Products Regulations 2011 approval (or equivalent); AHVLA registration (or equivalent); be Quality Protocol Compliant (or equivalent).

The Provider must provide a full reporting and audit trail in respect of all materials serviced under this Contract, from the point of receiving the materials, to end market / processor. All data must be provided by the Provider to the Authority for auditing and recycling performance reporting.

For this Contract, the Authority will utilise existing contracts for the haulage of Organic Waste. In exceptional circumstances the Authority may require the Provider to haul Organic Waste from this Contract. As this is likely to be an exceptional event the Authority is unable to provide any indication of frequency or tonnages requiring haulage.

Organisations which ‘Register an interest’ in this opportunity will be invited to complete a ‘Market Engagement Questionnaire’, which will be immediately accessible via the online messaging facility Kent Business Portal.

Responses to this questionnaire will be used to inform KCC’s strategy for commissioning these services; KCC may contact organisations directly to discuss/clarify their response to this questionnaire where necessary.
