Torbay Council is looking for providers to deliver employment and skills interventions across Torbay. There are five separate opportunities (Lots) that the Council wishes to procure. Funds have been made available via the UK Shared Prosperity Fund, Torquay Towns Fund and Economic Development budget.

Providers can apply for one or more (or all) Lots. The Lots are as follows:

Lot 1 E33 Employment Support for Economically Inactive:-

The successful supplier is required to deliver an employment support programme for economically inactive residents across Torbay. This will include intensive and wrap around one to one support, enabling residents to move closer to employment.

Lot 2 E33 NEET (Not In Education, Employment or Training) Support:-

The successful supplier is required to deliver interventions that support young people (aged 16-24) who are not in Education, Employment or Training (NEET).

Lot 3 E39 Green Skills:-

The supplier is required to deliver green skills courses/interventions targeted around ensuring residents across Torbay will benefit from the support. The supplier should consider how any courses/interventions can contribute towards a net zero economy both now and in the future.

Lot 4 E41 Funding to support local digital skills:-

The supplier is required to develop a programme of activity to support local digital skills. The supplier should prioritise engaging Torbay residents facing digital exclusion and ensure delivery can be managed flexibly to those with high or complex needs.

Lot 5 – Tailored support to help people in employment – Sector Pathways:-

The supplier is required to develop a ‘Torbay Sector Pathways’ that will help improve the overall skills levels across the key sectors listed below.

• Microelectronics and Photonics (Hi-tech)

• Tourism and Hospitality

• Fisheries

• Construction

It is further expected that opportunities in these emerging sectors are also explored:
