Description

As a Waste Disposal Authority, Devon County Council is responsible for providing facilities (Household Waste Recycling Centres (HWRCs)), at which members of the public can discard their bulky household waste. The Authority tendered this service provision in 2016, with an initial term of 1st April 2017 to 31st March 2022 and a maximum extension period of a further 4 years. The Authority has extended the contract for the maximum extension period, meaning that the contract will officially end on 31st March 2026. As such, a tender exercise is required to put in place a new contract for the HWRC and two Transfer Station for 1st April 2026. We expect the initial term to be for a period of approx. 5 years with a maximum extension period of 5 years. The total costs above are based on the 2023/24 annual costs multiplied by 10 years (5 year initial term + 5 year extension).

Engagement process description

A prior information notice was published under PCR2015 on15/01/2025 with reference number 2025/S 000-001391 to invite suppliers for the market engagement.

The following information was provided to potential bidders via the Procurement portal as an open market consultation event.

In 2023-24 the 18 HWRCs involved in this contract handled approx. 79,000 tonnes of waste in total, while the two Waste Transfer Stations handled approx. 12,000 tonnes. The focus of the contract shall be to reduce residual waste, maximise recycling, re-use and re-sale, whilst minimising cost. The existing contract under these services is due to expire on 31/03/2026 and as part of the planning process for the new procurement to replace this service the Authority wishes to undertake a level of pre market engagement in order to better appreciate and understand the market for this service and ensure it can produce a specification, tender process and final contract as attractive as possible to potential suppliers.

The Authority invited potential suppliers for a virtual discussion to be held in w/c 17th February 2025 via Microsoft Teams. This process is hoped to assist the Authority in preparing a tender that is deliverable, practicable, and would open participation to a wide market and provide a cost-effective service for the Authority.

It is currently envisioned that these meetings will be held in Mid/Late February, the Authority will reach out to suppliers that have completed and submitted the RSVP form following the submission deadline in order to arrange a specific date and time.

If bidders believe that they will be unable to attend these meetings then there will be an option within the RSVP document to select the option to complete the same questions that will be asked at the teams meetings in the form of an online form, this will also be sent out the relevant bidders following the completion of the above RSVP deadline.
