Lincolnshire County Council is re-procuring its Shared Lives Service under the Light Touch Regime, pursuant to Regulation 76(7) of the Public Contracts Regulations 2015 (PCR). The new contract is due to start on the 1st April 2025.
Lincolnshire’s Shared Lives Service is available to any person aged 16 and over who has been assessed as having eligible care and support needs which may be met through a Shared Lives arrangement.

two.2.4) Description of the procurement
Lincolnshire County Council is looking for one provider to deliver a countywide Shared Lives Service from the1st April 2025. In Shared Lives, an adult or young person (over 16 years) with social care needs is matched with an approved Shared Lives carer, who supports and includes the individual in their family and community life. Support can be in the form of a Live-in arrangement where the individual shares the Shared Lives Carer’s home, Shared Days where the carer provides daytime support, or overnight Short Breaks. The Council wishes to see growth in the availability and utilisation of Shared Lives arrangements in Lincolnshire, both in terms of the volume of people being supported across arrangements and diversity of need.
Shared Lives arrangements are set up and supported by Shared Lives schemes who are regulated by the Care Quality Commission (CQC). The provider will be responsible for the following duties (for more information please see our specification detailed in the Tender pack):
- To recruit, assess, support, monitor and train Shared Lives Carers.
- Ensure there are adequate numbers of Shared Lives Carers available to facilitate successful matching with referred individuals.
- Managing and supporting the matching process.
- Promote and publicise the Shared Lives model and service.
- Work in partnership with the Council on all aspects of the Shared Lives service including
building and maintaining strong relationships with referring practitioners and teams.
