Description

SSE Services plc (SSE) has identified a requirement to establish a framework of suppliers to enable the organisation to access a range of specialist IT skills and technical services. This framework will enable IT and OT teams across the organisation, considering appropriate business separation rules, to access the key skills required to deliver SSE's IT strategy, programmes and projects.

This framework will enable SSE to engage suppliers on both as-needed (time and materials), and fixed outcome Scopes of Work, and will utilise the following lots to engage suppliers with the appropriate skills and specialisations to facilitate IT strategy, change, delivery and Business as Usual (BAU) activities.

Lot 1. Software Development and Maintenance

Description

We are seeking suppliers with the capability to deliver a full range of IT Development Services, including the design, development, maintenance, and enhancement of business applications across SSE. These services may involve part or all of the software development lifecycle-from requirements gathering and design through to build, test, transition, and ongoing support. Suppliers should demonstrate experience across a variety of technologies and delivery methodologies, including Agile, DevOps, and Waterfall, with the flexibility to propose the most appropriate approach for each engagement. Services may be delivered as standalone projects or as part of broader transformation programmes and should support both legacy and modern cloud-native environments.

These services may be required on a short-term advisory basis or as part of longer-term engagements, and may involve standalone consultancy or resource augmentation to complement internal teams. Suppliers should demonstrate flexibility, breadth of expertise, and the ability to operate across a wide range of technologies, delivery models, and business contexts.

Lot 3. System Integration

Description

We are seeking suppliers with the capability to deliver system integration services that enable seamless connectivity, data flow, and interoperability across a diverse and evolving IT estate. Our approach prioritizes the use of enterprise-scale systems-such as those supporting Asset & Inventory Management and Geographic Information Systems (GIS)-where it is economically and operationally advantageous to do so. While we follow a no or minimal customisation policy, we require suppliers with specialist skills in the development, upgrade, and integration of these systems to ensure maximum value is realised. Delivery is typically aligned to Agile methodologies, though other approaches may be applied depending on the project, programme, or portfolio context.

We are seeking suppliers with the capability to deliver end-to-end Operational Technology (OT) services that support the secure, resilient, and efficient operation of industrial systems and Critical National Infrastructure (CNI). These services span the full lifecycle of OT environments-from initial design and integration through to modernization, ongoing management, and support. Suppliers must demonstrate experience in both legacy and modern OT systems, with a strong emphasis on cybersecurity, interoperability with IT systems, and compliance with industry standards. Engagements may include greenfield deployments, brownfield upgrades, and managed services across complex, safety-critical environments.

These services should support the full lifecycle of cloud adoption-from strategic planning and architecture through to engineering, implementation, optimization, and ongoing management. Suppliers must demonstrate experience across public, private, and hybrid cloud environments, and be able to deliver both advisory and hands-on technical services aligned to best practices in cloud security, automation, and cost efficiency.

Suppliers should demonstrate experience in delivering both advisory and delivery-based engagements, using modern technologies and methodologies to drive innovation, efficiency, and customer value.

We are seeking suppliers with the capability to deliver comprehensive IT Testing and Transition Services that ensure the reliability, performance, and compliance of our systems, while also managing the seamless transition of IT services, infrastructure, and operations with minimal disruption. These services are critical to supporting both change initiatives and business-as-usual operations, and suppliers must demonstrate experience across a range of testing disciplines and transition scenarios. Engagements may include support for new system implementations, service migrations, platform upgrades, and supplier transitions, and should be delivered in close collaboration with internal teams and stakeholders.
