Description
Environment Agency Regulatory Officers regulate everything from water companies and waste management sites to farms and industrial facilities, all of which may impact the surrounding environment. Officers are part of customer-facing frontline teams working directly to create a cleaner, safer and healthier environment.
The role includes influencing companies and business to minimise their environmental impact, conducting compliance assessments and inspections, taking enforcement action where relevant and managing pollution incidents. Officers also liaise frequently with partners and the communities they serve.
We recruit around 200 Regulatory Officers each year and therefore have a regular requirement to deliver significant amounts of training. Some new starter training is currently outsourced, for example courses covering health & safety and enforcement, however the provision of introductory Environment Management and regulatory skills/techniques training falls for the most part to frontline officers. This can at times result in a strain on their capacity to regulate thus the organization is now looking to out-source some or all of our new officer training.
This outsourcing exercise also presents the opportunity to improve the standard and recognition of our introductory training offer and subsequent capability of Regulatory Officers. As such all Regulatory Officers should receive training that is endorsed/accredited where possible by professional bodies
The Environment Agency is seeking a qualified/accredited training provider to deliver introductory training to circa 200 Regulatory Officers per year potentially for the next five years. This training will cover the basic technical aspects of land, waste and water management and core regulatory duties, skills and techniques.
This tender will be divided into three lots of training topics as follows:
• Cross-functional regulatory duties, skills and techniques
• Water management
• Waste management
Providers can bid for 1, 2 or all 3 lots.
