Scope

Description

Essex Country Council is seeking to engage with training providers to gather insights and suggestions for developing a comprehensive training and guidance package to equip those with budget responsibility at all levels with the appropriate knowledge and skills necessary to make informed decisions when making or authorising purchases, planning and spending budget.

The training will aim to highlight:

Understanding of statutory responsibilities for ECC relating to environment & carbon agendas.

Current and upcoming legislation and policies in a digestible way relevant to each service area.

Green book guidance on climate & environment issues.

Risks and Opportunities attached to sustainability, carbon management and climate resilience.

How commissioning for carbon management, and understanding climate risks, enables informed decision-making on best value long term investment and service design.

The training will be relevant to a range of service areas and made digestible thanks to range of approaches (these could include on demand resources, guidance and training materials)

We are looking for suppliers with experience of supporting organisations to create similar training packages, ideally for local authorities and/or public sector organisations, to respond to this pre-market engagement survey to help us understand supplier capabilities and the range of solutions available. This will allow us to gain market insight to shape the subsequent tender process, refining our requirements, identifying best practice and evaluation methods. By incorporating supplier feedback, the local authority aims to create a more informed, competitive, and effective tender process that ultimately leads to the successful implementation of the training package.
