This Voluntary Ex-Ante Transparency (VEAT) relates to a supply contract for the supply, delivery and commissioning of 4 Automated Crystallisation Platforms for the Continuous Manufacturing and Advanced Crystallisation (CMAC) Hub.
This contract shall be awarded under Regulation 33 (1) (b) (ii) as the Unviersity intends to award this public contract following the negotiated procedure without prior publication of a contract notice to protect exclusive rights afforded to the intended contractor. Justification for this intention together with full details of the intended contract are included within section II.2.4.

two.2.4) Description of the procurement
This contract shall be entered into with Technobis Crystallization Systems B.V. It is a contract for supply of Four (4) Automated Crystallisation platforms for the Continuous Manufacturing and Advanced Crystallisation (CMAC) Hub.
The contract is intended to commence on 22nd December (subject to final agreement) for a period of 18 months, inclusive of 12 month warranty and 6 week lead time.

Explanation:
The Unviersity on behalf of the Continuos Manufacturing and Advanced Crystallisation (CMAC) Hub is seeking a contract with Technobis Crystallization Systems B.V to provide 4 automated crystallisation platforms.
The equipment needs to be the same as the existing Technobis Crystallizations System units that CMAC already have on site to ensure compatibility to enable these units to be used as part of an integrated platform. In order to facilitate integration of the units, CMAC require identical geomerics (for purposes of pick and place robotics), identical control software and interfaces (for automation and control integration) and identical conditions and sensors (to generate consistent data to inform model development).
It is essential that the equipment can integrate with the existing equipment on site to create an integrated platform as noted above. Technobis Crystallization Systems B.V offer the technical requirements necessary for integration in their automated crystallisation platform. A alternative solution offering different technical characteristics would result in incompatibility or disproportionate technical difficulties in operation. Therefore competition is absent for technical reasons.
It should also be noted that the system is evidenced to have a unique capability as evidenced by the following patents:
1) WO2010082817, EP2376216; Stir system and a method for providing a chemical reaction. 2) WO2007035087, EP1934587; System and method for solubility curve and metastable zone determination.
