National Highways is seeking feedback on how best to procure a service to provide safe, efficient and effective management of protest and trespass incidents that affect the operation and improvement of the Strategic Road Network. Any resulting procurement for such services is not expected to cover the A303 Stonehenge project.

National Highways is looking to engage with Specialist Security Service providers to understand the interest and capacity of the market to meet the following requirements:

- Capacity & capability to respond to incidents at short notice and promptly establish the correct response requirement.

- Be knowledgeable, experienced & professional in the removal of protestors/squatters from affected National Highways land and premises whilst adhering to Health, Safety & Wellbeing standards.

- Provide relevant updates during incidents.

- Provide support to the emergency services when requested during an incident.

- Capacity & capability to serve court papers and any other legal documents to the intended recipient.

- Support and provide feedback during lessons learnt sessions to aid continuous improvement.

- Support and provide evidence to the emergency services as required, post-incident

National Highways has produced a Market Engagement questionnaire and supporting information pack. Please email SpecialistSecurityServices@nationalhighways.co.uk to request your copy of the information pack and questionnaire. Responses to the questionnaire should be submitted by 17:00 on Monday 8 January 2024 . One-to-one follow up meetings with National Highways are planned for January/February 2024.

Completed questionnaires are gratefully received. These, and any discussions at follow up meetings, will be treated as commercially confidential and will help inform the future strategy and procurement route for this service.
