two.1.4) Short description

The London Borough of Enfield (‘the Council) is notifying the supply market of a forthcoming contract opportunity with an intention to procure the provision of a long-term domestic abuse refuge and independent domestic violence advocacy (IDVA) Services (Services/the Services) in the borough.

This is a pre-procurement notification to alert the supply market of a future contract opportunity. Therefore, potential suppliers are not required to respond (to this notice) but are encouraged to register on the Council’s procurement portal via the following link/URL: https://www.londontenders.org/

For the avoidance of doubt, this is a Prior Information Notice (PIN) and intended to alert the supply market to the future contract opportunity – this is not a call for competition, nor is it a pre-qualification process or the start of a formal procurement process.

At present, it is envisaged that any future contract opportunity could be published between late January and February 2023 via the Council’s procurement portal, and on the UK government procurement sites: Find a Tender Service (https://www.gov.uk/find-tender) and Contracts Finder (https://www.gov.uk/contracts-finder). However, the above timeframe is an indicative and the Council reserves the right to reschedule any forthcoming publication.

two.2.4) Description of the procurement

The service is to provide temporary accommodation and support for women aged 16 years and above including their children (where applicable) who are subjected to domestic abuses.

Therefore, the forthcoming contract opportunity is likely to consist of two main elements:

1) providing accommodation and support in a purpose-built 21-bed refuge accommodation (Refuge);

2) providing independent domestic violence advocacy (IDVA) support for survivors of domestic abuse targeting high-risk survivors of domestic and sexual violence and children at risk of harm with the primary object of securing their safety.
