The Council is looking for experienced and innovative residential providers to deliver Strength-Based overnight respite services. When we refer to respite we mean individuals spending a short period away from their home, this could be for one or more consecutive days.

two.2.4) Description of the procurement

The London Borough of Havering has an established Complex Placements Framework Contract that uses a dynamic purchasing system to commission care and support packages for people with either a single or combination of learning disabilities, mental health needs, physical disabilities, sensory disabilities and other complex vulnerabilities (e.g. autism spectrum disorder).

Complex Placements Services will tailor to customers' individual needs, including developing and maintaining their physical, intellectual, emotional, social and independent living skills. The support they receive should deliver positive outcomes and aim to achieve the personal goals of customers, as identified in the customer's support plan.

A Dynamic Purchasing System (DPS) is a completely electronic system used to purchase commonly used goods, works or services. The DPS is divided into categories of services commonly sometimes referred to as lots.

From 1st March 2023, Lot 2 of the Havering's Complex Placements Framework Tender will be utilising the requirement stated in the Lot 2, tender documents for short term respite placements. Short term respite placement opportunities will be available for providers to submit their applications in the near future.

In preparation for this opportunity, the Council encourage new respite providers to apply now for this framework contract, available through the Council's Fusion Procurement system. Lot 2 of the Complex Placement Framework Dynamic Purchasing System (DPS) runs until 30th April 2027..

Lot 2 of the Complex Placement Framework Dynamic Purchasing System (DPS) relates to residential care services for adults only. Residential care service provides personal care for clients where care/support is delivered in a registered care home setting with 24 hour support.
