What we want to achieve from these contracts:
Stonewater needs a new Tree Management programme to ensure that trees on Stonewater land and in Stonewater owned communal areas are maintained safely and sustainably to a high standard, for the benefit and welfare of our tenants, communities, and local wildlife. We have GIS data that suggests we have approximately 20,000 trees across our estate, however we expect this number to rise as we receive the results of surveys.
We anticipate that this programme will be formed of two elements:
1). Tree Surveys (including Tree plan updates)
2). Tree Management - comprising of both a cyclical plan of maintenance, and reactive maintenance
These elements will be tendered individually, and no contractor would be allowed to win both a surveying and a tree management contract, as it is considered prudent to split those areas of specialist work.
We expect both elements to be split between seven geographical regions:
North North, North Central, West Urban, West Rural, East, South East, South West.
We do not have any properties in London at this time.

This is an exciting opportunity to help a national Housing Association shape its Tree Maintenance programme and policy for the future. We would welcome any insights you wish to share that you feel would help us to create the programme that suits our estate and customers.

1. Are you content with the contracts being offered as one single lot each, or would you prefer a set of more than one lot? (If the latter, please propose the basis on which multiple lots might be defined, if different to the following: North North, North Central, West Urban, West Rural, East, South East, South West). Please include any issues you would foresee with capacity for either one national Lot or smaller, geographically split Lots.
2. Are you content with the contracts being split between surveying and management, and with our decision that no contractor could win both a surveying and a management contract? Please provide some details/context for your reasoning.
3. What qualifications and/or accreditations would you reasonably expect the winning bidders for either element to hold as a minimum?
4. Please could you provide an anonymised example of your typical survey data (this can be sent as an attachment)? Do you include tree plans in your reports?
5. Please could you provide an anonymised example of your typical cyclical maintenance schedule (this can be sent as an attachment)?
6. Which pricing model would you recommend for these contracts (see above) and why?
7. Please could you share indicative pricing for surveys (and stage which geographical region this would cover), listing what you would usually include for that cost. We are trying to assess costs to understand the budget requirement so an average value would be useful.
