Tourism NI require a supplier to deliver a Platform-as-a-service (PaaS) e-Tourism solution to support its tourism development, including consumer, travel trade and MICE (Meetings, Incentives, Conferences and Events) markets. A specification of requirements for this work includes: The delivery of a Destination Management System, including development of websites for Tourism NI consumer and MICE audiences and the potential roll out of the platform to up to 11 Local Councils and other key partners, the supply of the backend database and software applications to deliver the functionality requested. Tenderers must note that there may be workload fluctuations at different time periods of the year. Tourism NI would like to have the option to roll out all of the functionality of the platform to up to 11 Local Councils and other industry partners.

Tourism NI require a modification of the Contract value to deliver the required additional development, required technical fixes or amends for the key consumer facing discovernorthernireland.com. The value of the contract has been uplifted to £2,754,090.00

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:

Tourism NI procured a contract to deliver a Platform-as-a-service (PaaS) eTourism solution to support its tourism development. Tourism NI require a modification of the Contract value to deliver required additional development, required technical fixes or amends for the consumer facing discovernorthernireland.com. The modification value is £918,030

The supplier has built this website to allow for collaborative integration with local councils therefore there are technical reasons that the current Supplier would be the only supplier that could complete this work.

In accordance with Regulation 72(1) (b) Additional works, services or supplies “have become necessary” and were not included in the initial procurement and a change of supplier would not be practicable (for economic, technical or interoperability reasons) and would involve substantial inconvenience/duplication of costs - provided the change does not exceed 50% of the value of the original contract
