Digital signalling e.g (ETCS) is an in-cab signalling system that allows trains to run closer together, safely and to travel at their optimal speeds. To implement ETCS, it requires changes to signalling infrastructure as well as the fitment of in-cab technology on locomotives.
NR is seeking to procure up to an 8-year single supplier framework to facilitate the design, supply, and fitment of Level 2 European Train control Systems (ETCS) to various Classes of Locomotives.

Network Rail is seeking Expressions of Interest (EOI) from the market to participate in a competitive procurement process for a single supplier framework to facilitate the design, supply, and fitment of Level 2 European Train Control system (ETCS) to various classes of Locomotives.
Please note, this PIN supersedes the previously issued PIN 2024/S 000-021901.
This EOI does not constitute a call to competition or an invitation to tender. The purpose of this exercise is to conduct market engagement. No direct business will be awarded as a result of participating in this exercise.
Responding to this EOI will not in any way advantage or disadvantage any supplier in a future procurement exercise.
The purpose of this EOI is to engage with the market to understand:
• The market’s ability to meet the programme’s technical requirements.
• The number of suppliers able to offer a modular solution.
• Explore any potential risks to the procurement.
• Assess the market’s response to the proposed commercial arrangements and the route to market.
• Determine the level of interest from the market in the opportunity.
