two.2.4) Description of the procurement

To operate the road network effectively, the Traffic Officer service and NTOC require weather forecast information that is designed to assist them identify severe weather risks on the road network and plan an appropriate response key to this is informing the road user. This information consists of a twice daily forecast ‘advisory’ report highlighting potential risks and impacts to the Strategic Road Network, support to National Highways for public and partner information services, and provision of Open Data products (rainfall radar, satellite imagery, weather warning services etc.) to our Severe Weather Information Service (SWIS) and its end users.

The contract term will be for 3 years minimum with further options to extend for 3 years in increments of 2+1 years.

Explanation:

The contract between National Highways and the Met Office establishes a cooperation between them with the aim of ensuring that public services they have to perform are provided with a view to achieving objectives they have in common namely ensuring public safety and harm prevention to those drivers using, and those individuals working on, the strategic road network. The implementation of that co-operation is governed solely by considerations relating to the public interest and regulation 12 (7) of the Public Contracts Regulations 2015 applies.
