Explanation:

RISQS (Railway Industry Supplier Qualification Scheme) was used to select suppliers for tenders and streamline the tendering process. It allowed for direct select from the RISQS system without needing to publish separate calls for competition on Find a Tender Service (FaTS).

Suppliers were invited to registered on the scheme to tender, without the need to publish a separate notice on Find a Tender.
