Description

The MPS on behalf of the Contracting Authority (MOPAC) has awarded a contract for a small number of evidential screening devices(ESD's) for the Christmas Drink Drive campaign. Without service continuation the Authority would experience and be exposed to operational risk due the nature of the environment these products are required for. This contract was awarded for a year to allow time to publish an ITT for a tender and therefore are enacting a negotiated procedure without publication with the current supplier. The MPS shall be relying on PCR Regulation 32(2)(c) whereby insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. The award of contract via the negotiated procedure shall provide adequate time to the Authority to run a competition whilst safeguarding service delivery of ESD's for the foreseeable future. The negotiated award of contract shall commence 3rd November. The Authority expects a replacement contract to be awarded 2024.
