BEIS is seeking to procure a consortium to work alongside the existing inventory provider to deliver scientific, technical & digital improvements to its Greenhouse Gas Inventory System.
We require:
- Scientific/technical services which would take existing inventory methodologies and – using the latest available science – update these to improve the transparency, accuracy and completeness.
- Technical/digital services to ensure methodologies in the inventory system use state-of-the-art software and existing software systems can be upgraded where needed
- Programme management, to ensure that the services commissioned through this contract are delivered on time, to quality and delivery risks are identified and managed

In order to allow a pipeline of R&D to underpin inventory improvements as we move to the 2050 net zero target, we require:
• New inventory methodologies which estimate emissions from particular sectors with more accuracy, completeness & transparency
• More reliable, robust and transparent inventory software, to support production of accurate & open inventory estimates
We require
- technical expertise in estimating GHG emissions from sectors, including land-use, industry, waste, energy [& agriculture].
- software expertise around the application of existing analytical tools (e.g. R, Python) to scientific problems, the development of models to process large datasets & SQL database expertise.
- a contractor with strong PPM expertise to manage this work
