Following publication of the above Tender notice, the Authority is increasing the contract value to build extra capacity in the replacement of its property legal services contract to accommodate potential future business demand. The scope of services and conditions of contract have not altered as part of this change.

Potential suppliers are reminded that the contract value is not committed spend and, that volumes and exclusivity are not guaranteed.

The Authority requires a replacement Property Legal Services (PLS) contract. This contract will allow DWP Estates teams to continue to access property legal services following the conclusion of the existing PLS2 contract, which is due to expire on the 31st of January 2026. This contact, Property Legal Services 3 (PLS3), has been requested by Estates as part of the overall Estates Transformation programme.

The Authority has a defined set of requirements and outcomes as detailed in the Specification.

The specification provisions for all property legal services to DWP Estates across its whole estate; to include real estate advice, conveyancing, and litigation services related to all property matters.

Legal services are also required for property leases (new, breaks and expiry), landlord consents, acquisitions, and disposals, rent review issues, landlord and tenant issues, dilapidations, licence alterations and general property advice.

This competitive flexible procedure will be conducted in two (2) stages.

Stage 1 - Invitation to Participate - which will result in 5 potential suppliers being selected to submit a final tender.

Stage 2 - Invitation to submit a final tender - 5 potential suppliers will submit their commercial and technical bids.
