The Dstl ADS has two Harshaw 8800 Plus thermoluminescent dosimetry readers that are used to provide the MOD (including the Defence Nuclear Enterprise and Defence Medical Services) with personal radiation dosimetry. One of these readers has been in service for almost 25 years and so is approaching the end of its working life. The requirement is to replace this reader with like-for-like equipment. This will maintain an S&T capability that is critical to the delivery of Defence operations and is therefore aligned with the Dstl strategic theme: Enabling operational advantage at pace.

Explanation:
Defence Science and Technology Laboratory, on behalf of The Secretary of state for Defence, intends to engage the services of Phoenix Dosimetry to procure a model 8800 Dosimetry Unit plus TLD Card Reader.
It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 32(2)(b)(ii) of the PCR 2015 because competition is absent for Technical reasons.
The Dstl Approved Dosimetry Service (ADS) has two Harshaw 8800 Plus thermoluminescent dosimetry readers (with built-in 90Sr/Y irradiators) that are used to provide the MOD with Health and Safety Executive (HSE) approved personal radiation dosimetry services. These services enable the MOD to comply with radiation protection legislation and fulfil its duty of care to its employees. One has been in service for 24 years whilst the other for 22, both are approaching end of life.
We are intending to purchase 2 replacement Harshaw readers from Phoenix Dosimetry Ltd.
There are other dosimetry units on the market however there would be compatibility issues if the same type were not procured and Dstl would need to replace the entire system. Dstl has 25,000 of these readers and the cost to replace them all would be extensive.
A competition was put out via the LUPC framework to 6 possible suppliers to see if anyone else could supply the Harshaw readers. We received 2 responses but one withdrew as they would buy the unit from Phoenix themselves and the other was unable to supply the Item. An internet search did not reveal any other suppliers beyond those identified.
