The provision of support and maintenance for the Isle of Wight Council’s existing Geographic Information System which is essential for the Authority's continued use of licenses. The contract will commence on 12th January 2023 for a period of three years. The Council owns existing ESRI software which is installed and configured on our server and we need the support and maintenance to be able to continue use, and for continued use of licenses. ESRI do not allow third parties to offer support and maintenance for the system.

Explanation:
The Isle of Wight Council owns/has purchased previously ESRI software which is installed and configured on a server we host, as well as being deployed to user laptops for licenced users but we need to purchase the annual fee for support and maintenance and licences, in order to continue to use the software. ESRI software also allows us to utilise mapping. ESRI do not allow third parties to offer support and maintenance for this system and are the only providers for support and maintenance for their software. It is therefore the Council's intention to direct award to ESRI for this provision under Crown Commercial Services (CCS) framework RM3821 Lot 2b Data and Applications Solutions (DAS) where our requirement is intrinsically linked to a system already within our organisation (IWC). The Isle of Wight Council will be observing a 10-day standstill period which will end at midnight on 28th December 2022.
