two.2.4) Description of the procurement
As part of the development of the procurement strategy for a Civil Engineering Framework Agreement, Forestry and Land Scotland (FLS) is seeking views and information from the marketplace. A framework agreement provides a route to market for public sector contracting authorities to procure goods, services and works from a list of pre-approved suppliers under previously agreed terms and conditions.
The framework agreement will become FLS’s primary route to market for Civil Engineering requirements from March 2026. Please see the "FLS-1619 - PIN Supporting Document" in the Attachments to this notice for further details on how the framework will be used for the award of Civil Engineering requirements with FLS.
The framework agreement will be lotted into different work types. The proposed lot types are as follows:
- Maintenance and Small-Scale Works
- Large-Scale Works and Grading
- New Bridges and Bridge Maintenance
- Panel Bridges
- Crushing

As part of this pre-market engagement process, a supplier webinar event has been arranged. The webinar will be hosted in collaboration with the Supplier Development Programme. The purpose of the event is to provide a better understanding of the framework agreement and to gain feedback which could be used to inform the tendering approach and operation of the framework agreement. The event should last approximately 1 hour and will consist of:
- A presentation about the framework agreement.
- An interactive Q&A session.
The webinar will be held at 2.00pm on Thursday, 24th July 2025. All interested parties are invited to attend the webinar. You can sign up to attend via the following link:
