contract is communicated to the relevant economic operators. Debriefing by the Council shall be in accordance with the Public Contracts Regulation 2015 (as amended) (the Regulations). Such information should be requested from the addressee in Section 1.1. If an appeal regarding the award of the contract has not been successfully resolved the Regulations provide for the aggrieved parties who are of the opinion that they have been harmed or are at risk of harm by a breach of the Regulations, to take action in the High Court (England, Wales and Northern Ireland). Any such action must be brought as soon as possible.

seven.2.1) Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
To add a one off non-recurring payment uplift for the NHS Agenda for Change for the Adult Integrated Substance Misuse Service from the Office for Health Improvement and Disparities (OHID) Supplementary Substance Misuse Delivery Grant (SSMDG) of £177,539.04 from 01 April 2023 to 31 March 2024 to cover unpaid amounts of the Agenda for Change pay uplift that accumulated over the period of 01 April 2022 to 31 March 2023. The modification does not alter the overall nature of the current contract.

Need for additional works, services or supplies by the original contractor/concessionaire.
Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
This is a relatively small modifications to a large integrated substance misuse service to meet the NHS Agenda for Change salary uplifts.
The modification is not considered to be substantial and does not alter the overall nature of the contract pursuant to Regulation 72(1)(e).
