Norfolk County Council wishes to award a contract to Provider(s) to deliver support and enablement to people with learning difficulties and people with physical disabilities across 3 schemes in Norfolk. These schemes are to be tendered for under 3 lots. You may apply for 1 or all 3 lots. Each lot will be scored and evaluated independently.Norfolk County Council will be developing three new Supported Living sites in Kings Lynn, Norwich and Swaffham, all due to open in early 2026. Each site is going to accommodate about 16 to 18 people and it will provide support for Adults with a learning disability and or a physical disability. It is our intention that we award contracts for the support provision in March 2025 so Providers can play an active role in the development of the homes and in supporting the people to move in.

The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings maybe brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
