two.1.4) Short description
Renfrewshire Council currently operates the Framework for Transportation (RC-CPU-20-385), which is due to expire in January 2026. This framework allows Renfrewshire Council to purchase transportation for children with Additional Support Needs (ASN) through taxi and bus operators awarded to the framework, as well as some ad-hoc requirements as necessary.
Renfrewshire Council is now working on a new arrangement for these services. The new arrangement will cover ASN buses and taxis as well as any ad-hoc bus and taxi requirements.
Mainstream requirements will continue to be procured through SPT.

six.3) Additional information
The Council intends to use Public Contracts Scotland-Tender (PCS-T) to conduct this tender and providers should ensure they are registered appropriately with both Public Contracts Scotland and PCS-T to obtain notifications and be able and ready to participate.
The Council intends to run an Information Session for providers (date and time to be confirmed - potentially August/September 2025) and will provide further details on this and how to register in due course. The session will include how to use the tendering portal.
Interested providers should be aware that the tender will include a cyber security element including questions on how information is held securely within the organisation.
The minimum insurance levels for this requirement are:
Lots 1 and 3 (Buses) Minimum Requirements
- Employer’s Liability insurance 10million GBP each and every claim. Where a Tenderer believes that they are not required to hold Employer’s Liability insurance then the Tenderer shall state the legal exemption they are relying upon to support this claim.
- Public and Products Liability Insurance 10million GBP each and every claim
- Statutory third-party motor vehicle insurance – a valid MV certificate in the company name and that cover is unlimited in respect of death or injury and that cover includes a minimum of 5million GBP property damage cover.
Lots 2 and 4 (Taxis) Minimum Requirements
