Section six. Complementary information

six.3) Additional information

This contract has been awarded under the Urgent Award provision of the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

Unexpected consultant absences/vacancies have impacted capacity at short notice and this has created an urgent need for additional insourced support to address immediate risks to safety and quality of care, in particular with regard to minor operations and new patients while the Trust focuses on meeting two-week-wait targets.

The contract award decision was made by the Executive Cabinet of the Trust.

A potential conflict of interest was identified in that some staff supplied by the provider may also be employed by the Trust. All staff within the Trust are asked to complete conflict of interest forms and secondary employment forms where applicable. These are held on a register which is monitored by the Audit and Risk Governance Committee and managed by the Information Governance and Human Resources departments. Service providers are asked to detail the staff working for them, on our behalf, to assure clinical skills and declaration of conflicts or the secondary employment register.
