The Defence Infrastructure Organisation (DIO) needs a new Defence water and wastewater policy and implementation strategy to support the exit and reprovisioning planning for the Aquatrine Private Finance Initiative (PFI) contracts.

The Aquatrine PFIs are due to expire from 2028 onwards. Before Defence Infrastructure Organisation (DIO) begins the procurement process to replace this contract it is developing a new Defence Water and Wastewater Policy and Implementation Strategy to support the exit and reprovisioning planning for the Aquatrine PFI contracts. This policy will be developed following an assessment of whether MOD retains ownership of its current water, wastewater and sewage services through its private network or seeks to change service delivery, through transfer or adoption of assets, across GB, to statutory providers. Or a combination of both.

DIO will be carrying out wide-ranging engagement with Industry. In collaboration with ADSM, Industry engagement sessions will take place from early 2023 to invite interested parties to participate in Early Market Engagement (EME) activities including Industry Days and Bi-lateral discussions. DIO would welcome insight into market possibilities and potential innovative solutions. We would like to gain a better understanding of the Market, it’s Suppliers and the role of SMEs, the feasibility of commercial models, the application of Social Value and to gather intelligence from providers which may influence and inform the development of future requirements and associated commercial activity.

Current situation  Aquatrine is MOD’s GB-wide water and wastewater Private Finance Initiative (PFI), providing water and wastewater services and manages environmental risk across the GB Defence Estate allowing the MOD to focus on its core business. This has been achieved by utilising water industry expertise to improve MOD’s performance in environmental compliance and sustainability over the contract term. Aquatrine covers circa 2,600 sites on the MOD Estate, representing approximately 85% of the GB MOD Estate. Aquatrine has provided strategic management of the water and wastewater systems and assets. Its effect has been an upgrading of the MOD infrastructure so that is capable of meeting environmental standards using private sector capital. The Key User Requirements (KURs), as set out in the current contract, to be met by the Aquatrine Service Providers are:  The provision of wholesome, potable water.   The provision of water for firefighting.   The collection and removal of surface and foul water.   Prevention of flooding as a result of failure to take away surface or foul water.   The provision of a 24hr Helpline. The current KURs have evolved over the course of the circa 20-year long contracts and, over this time there have been many changes that need to be reflected such as climate change and sustainability planning, the retain service provision, water security and future market deregulation. This will drive additional KURs that are yet to be determined.

Going forward The DIO needs a new Defence water and wastewater policy and implementation strategy to support the exit and reprovisioning planning for the Aquatrine Private Finance Initiative (PFI) contracts. The Aquatrine PFIs are due to expire from 2028 onwards. Before DIO begins the procurement process to replace this contract it is developing a new Defence Water and Wastewater Policy and Implementation Strategy to support the exit and reprovisioning planning for the Aquatrine PFI contracts. This policy will be developed following an assessment of whether MOD retains ownership of its current water, wastewater and sewage services through its private network or seeks to change service delivery, through transfer or adoption of assets, across GB, to statutory providers. Or a combination of both. DIO has engaged a commercial partner, Advanced Demand Side Management (ADSM), to provide technical support to help inform, shape, and improve the future development of MOD’s water, wastewater, and sewage service delivery across the GB estate.  ADSM will be working with DIO until the end Jun 23 to help deliver both the higher-level option analysis and delivery options for analysis and investment appraisal. ADSM’s work is on the Aquatrine PFI Replacement project critical path and drives several key activities in the procurement cycle that cannot be deferred.
