This contract was procured as an open tender process under the PCR 2015.

Sunderland City Council is seeking to award a contract for an Integrated Drug and Alcohol Recovery and Harm Minimisation Service that aims to provide an integrated model and places Service Users, their families and Carers, at the heart of the recovery process.

The Service will take a recovery focused approach to enable people to improve their health and wellness, live self-directed lives, and strive to reach their full potential.

The Service will be delivered using the principles of a whole system approach which will comprise of the following 5 broad areas of activity:

• Access to Specialist Drug and Alcohol Harm Minimisation;

• Identification and support for Higher Risk Drinkers;

• Structured treatment for adults who are dependent on drugs or alcohol;

• Support for system Integrated Working;

• Completion and recovery.

seven.2) Information about modifications

seven.2.1) Description of the modifications

Nature and extent of the modifications (with indication of possible earlier changes to the contract):

Though the contract was procured under the Procurement Contract Regulations 2015 (PCR), the contract now falls within the remit of the Health Care Services (Provider Selection Regime) Regulations 2023.

The contract has been varied six times previously during the life of the contract, under the provision of regulation 72(1)(a) of the PCR, in respect of the following:

OHID Grant (Supplemental Substance Misuse Treatment and Recovery Grant) - The Council has received grant funding on a yearly basis to support the delivery of services, providing more of the same (2022 - 2025) for the total sum of £16,955,688.95

Pharmacy Services (Primary Care - Supervised Consumption & Harm Reduction) - The Council varied the contract to include the supervised consumption and harm reduction to provide a holistic service (2022 - 2028) for the total sum of £1,507,500.

This current modification related to the OHID Grant (Drug and Alcohol and Treatment Recovery Improvement Grant (DATRIG) for 2025-2026 - This will fund posts within the Sunderland Integrated Drug and Alcohol Recovery and Harm Minimisation Service which is delivered by CGL and their subcontractor (Recovery Connections) for the total sum of £1,801,814.29.

Decision Maker is the Executive Director Health & Wellbeing.

seven.2.2) Reasons for modification

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee.

Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

The Council has received OHID Grant (Drug and Alcohol and Treatment Recovery Improvement Grant (DATRIG) for 2025-2026, which has been agreed with OHID will be used to fund posts within the Sunderland Integrated Drug and Alcohol Recovery and Harm Minimisation Service which is delivered by CGL and their subcontractor (Recovery Connections).

This is a Provider Selection Regime (PSR) contract modification notice.

This contract has been modified under Regulation 13(1)(a) Health Care Services (Provider Selection Regime) Regulations 2023 as the contract specifically allowed for modifications to the contract as a result of additional Government funding.

For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 do not apply to this modification. This contract has now been formally modified.
