This Contract is for the Provision of Crowd Management and Event Security Services.

Durham County Council hosts a number of large-scale festivals and events each year. As a result, the Council require a Provider to manage and provide Crowd Management & Event Security services to ensure all events and festivals operate safely.

In addition, the Council has an ongoing requirement for the provision of Crowd Management & Events Security services at the various Council locations/events listed below.

This Contract will be split into the following Lot(s):

• Lot 1 - Festivals & Events

• Lot 2 - Weekend Closure of Claypath

• Lot 3 - Safe Hub

• Lot 4 - Household Waste Recycling Centres

Lot 1 - Festivals and Events

The Council intend to appoint a maximum of three (3) ranked bidders to Lot 1 - Festivals and Events.

The 1st ranked bidder will be awarded all of the business for Lot 1. The 1st ranked bidder for Lot 1 will be determined by the results of the evaluation process. The bidder who scores the highest combined evaluation score out of potential 100% weighting split between quality/price criteria for Lot 1 will be awarded 1st ranked place on that Lot for the initial 12-month period.

Please note that for ad hoc events, the Council reserve the right to conduct a Further Competition between all 3 ranked bidders. A template Further Competition document is attached as Appendix 2.

Please note that Lumiere will be excluded from this Contract Arrangement.

The above scheme is being implemented by Durham County Council in partnership with the Durham Constabulary. The following information is being provided as a broad specification in order for companies to be able to quote for the Crowd Management and Security Services for this scheme.

The Council intend to appoint a sole Provider to Lot 2 for the duration of the Contract.
