Description

YPO are looking for Providers to be appointed onto a Framework Agreement for the provision of - Vehicle Hire, Lease, Purchase & Services Portal.

It is proposed that we will be looking for the following Lot Structure :-

Lot 1 Vehicle Hire - including but not limited to Cars, LCV, Specialist Vehicles, Commercial vehicles under & over 3.5t

Lot 2 Vehicle Lease - including but not limited to Cars, LCV, Specialist Vehicles, Commercial vehicles under & over 3.5t

Lot 3 Vehicle Purchase - including but not limited to Cars, LCV, Specialist Vehicles, Commercial vehicles under & over 3.5t

Lot 4 Accident Damage Repair - including but not limited to Cars, LCV, Specialist Vehicles, Commercial vehicles under & over 3.5t

Lot 5 Vehicle Service & Repair - including but not limited to Cars, LCV, Specialist Vehicles, Commercial vehicles under & over 3.5t

Each Lot will have one awarded supplier that can provide a portal. This portal should be a cloud-based comparison style system.

This Framework is contractual where the end customer will place orders directly with the Provider on a "contract" basis and the Provider will deliver direct to the end customer on an agreed basis.

This is subject to change following the conclusion of our market engagement process.

Engagement process description

YPO are looking to start premarket engagement for the provision of a Vehicle Hire, Lease, Purchase & Services Portal Framework.

The aim is to engage with suppliers by outlining a proposed structure (see description above). This is to explore the supplier market to identify if it can support this style of requirement. It is also to capture data and information in order to realign it to suit customers requirements while supporting the supplier market offerings, if required. Information may be shared or used in the creation of the new tender.

If you are interested in this opportunity a short questionnaire has been created to capture relevant information. We would appreciate you taking the time to complete this as comprehensively as possible.

After completing and returning the questionnaire should suppliers wish to engage further and have a Teams meeting this can be arranged by emailing us with a request to do so. Meetings will be limited to 30-minute sessions and are restricted to suppliers who can provide a portal solution.

In response to Q12, if you would be willing to offer a demo, please contact us as detailed above to arrange a meeting. Please note as part of the demonstration we would be looking at solutions that can cover some or all of the functions mentioned in Q3 but we are willing to explore any additional functions that are available.

If significant engagement is shown a follow up Webinar may be arranged with all suppliers that have contacted us throughout this period - date to be confirmed.

YPO intends to close the preliminary market engagement by the 18th July 2025.

YPO reserves the right to not commit to advertising this tender should. Should YPO wish to proceed further a formal procurement process will be followed in accordance with YPO's contract procedure rules and in line with the Procurement Act 2023 as relevant.
