two.2.4) Description of the procurement
The SPS has a wide range of Building Energy Management Systems (BEMS) throughout its estate which require to be fully operational at all times.
The Contract shall support this requirement by providing IT capability, specialist support to site engineers, safe and suitable planned maintenance activities, inspection, test, certification and reactive maintenance services.
The service will be delivered in line with British Standards, statutory regulations, manufacturer’s instructions and the operational requirements of each Establishment.
The Contract will also support the aims of the SPS Carbon Management Strategy by helping to reduce energy consumption through effective control, metering and monitoring of energy utilising systems such as heating, hot water and air handling.
There are currently 12 directly managed prisons, 2 community custody units, a college (SPSC), a combined central store and national training facility (Fauldhouse), and an administrative headquarters (One Lochside Avenue, Edinburgh).
In total 17 Establishments (the addresses and locations are provided in Schedule B).
There may also be the inclusion or removal of sites within the Contract Term based on the development of the Purchaser’s Estate (e.g. HMP Highland replacing HMP Inverness; HMP Stirling replacing HMP & YOI Cornton Vale; HMP Glasgow replacing HMP Barlinnie and the addition of HMP Kilmarnock). The Supplier shall ensure the same level of Service is provided to these sites.
The SPS BEMS has Trend 963 and IQVision on its own network. Each Establishment manages its own system and is responsible for local performance.
There is a master station located at headquarters. This master can monitor, review or adjust settings for all Establishments.
Only HMP Grampian has a Remote Connectivity through an external dial-in facility, this facility allows viewing only.
The length of contract is an initial 3 years plus an optional 3 year extension period.
