This PIN is part of a pre-market engagement exercise to inform the market of an upcoming procurement exercise. This PIN is not advertising a contract opportunity – any contract opportunity will be advertised separately in a contract notice in Find a Tender.

Guy’s and St Thomas’ Hospital NHS Foundation Trust (the “Trust”) aims to shortly commence a procurement process to establish a framework agreement for Strategic Energy Partner to help achieve the decarbonisation of their estate, with the development of a District Energy Network at St. Thomas' Hospital being the initial project.

This pre-market engagement exercise is informing potential bidders who will be able to bring capital and development capabilities to the heat network project.

Guy’s and St Thomas’ Hospital NHS Foundation Trust (the “Trust”) aims to shortly commence a procurement process to establish a framework agreement for Strategic Energy Partner to help achieve the decarbonisation of their estate, with the development of a District Energy Network at St. Thomas' Hospital being the initial project.

• With existing CHP plant installed in 2009, the annual gas consumption of the St Thomas's Hospital is about 100 GWh.
• As an initial phase, the Trust will be seeking tenders for the Energy-as-a-Service provider to Hospital from Day 1, then upgrade with a new district energy network (long term heat and electricity supply) to meet the NHS Net Zero targets (for the absolute scope 1 and 2 emissions to reach net zero by 2040, with an ambition to reach an 80% reduction by 2028 to 2032).
• The framework agreement will be operated and managed by the Trust and utilised for future decarbonisation projects.

This pre-market engagement exercise is informing potential bidders who will be able to bring capital and development capabilities to the heat network project.

The aim of this PIN is to highlight the opportunity, and the reference design work conducted to date. The data and analysis presented are preliminary and subject to change. They are intended to inform discussions and do not represent final decisions or commitments. Amberside Advisors has been retained by the NHS Trust as the advisors in this process.

The Trust and its advisers will hold a pre-market engagement webinar on the 11th November 2024, from 10:30am – 12:00pm, where the initial details of the project will be presented. Interested parties will be able to post questions which the Trust and its advisers will consider and respond to in writing following the webinar or as part of the procurement documents once the contract opportunity is advertised. Interested parties will be required to sign a Non-Disclosure Agreement and then a formal invitation to the webinar will be issued.

This PIN does not bind the Trust to carry out a procurement process and any formal procurement process will commence once the Trust publishes a contract notice in Find a Tender.
