The Joint Sensors and Engagement Networks Team (JSENS), part of the UK Ministry of Defence, intends to enter into a contract with Lockheed Martin UK Ampthill (LMUKA) Limited to take effect on and from 1 April 2025 for a period of 3 years and 9 months for the provision of in-service support, and associated articles at an estimated cost of £15.5M (VAT ex). This is in relation to the Land Environment Air Picture Provision (LEAPP) capability, which is installed on land-based platforms and delivers shared air situational awareness via the provision of a local and recognised air picture.

The Authority considers that in accordance with Regulation 4 of the Defence and Security Public Contracts (Amendment) (EU Exit) Regulations 2019 (SI 2019/697), the single source procurement of this non-competitive contract falls within the circumstances set out in regulation 16 (1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 as amended (in particular by SI 2019/697 and SI 2020/1450). It is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (as required by the relevant legislation) is lawful in accordance with regulation 16(1)(a)(ii) of the DSPCR 2011 for technical reasons as detailed below.

This is in relation to the Land Environment Air Picture Provision (LEAPP) capability, which is installed on land-based platforms and delivers shared air situational awareness via the provision of a local and recognised air picture.

The Contractor is the design authority and original system integrator of the LEAPP capability and has supported it since it was introduced into service in 2014. LEAPP is a vital capability which improves the warning and management of air threats, coordination of air activity and de-confliction of airspace, resulting in greater combat effectiveness. Only the Contractor has the required technical expertise with regard to the development of this complex software system, which consists of commercial off the shelf (COTS) software and modified existing military software developed through several builds and sub-builds. Only the Contractor has the specific know-how and tools to achieve the integration and interface of this software with the corresponding land-based platforms to the required safety and performance standards.
