NHS Midlands and Lancashire Commissioning Support Procurement Unit are issuing this Market Engagement Prior Information Notice on behalf of NHS Leicester, Leicestershire and Rutland Integrated Care Board (ICB) who are seeking initial engagement and feedback from the market to establish potential interest to deliver a range of Health Inequalities Vaccination Services in the Community in Leicester, Leicestershire and Rutland to those in the area registered with a GP.

The notice has been issued subject to the Provider Selection Regime (PSR) regulations 2023 for the Procurement of Healthcare Services, to establish market interest in the services here described.

The ICB has not made any decisions with regards to which PSR process to follow in accordance with PSR at this time and is looking for responses that may guide their decision making in this regard for the future.

Potentially interested parties are invited to respond to the questions within Atamis project C303824 to express an interest and to give feedback on the specification enclosed with this Pre-Market Engagement Exercise advertisement. Full details of the service are set out in the Draft Specification within Annex 1.

two.2.4) Description of the procurement

There is a significant programme of work needed to address the health inequities in our health system which is why we need to commission vital resources that will enable us to develop a range of innovative solutions that encourage people to get vaccinated throughout our whole population. As we implement the National Vaccination Strategy over the next 2 years, our vision is to expand the remit of these services, to cover life-course and seasonal vaccines, we must also be ready to support the introduction of new vaccines, and respond in outbreak situations, much like the recent measles outbreak in LLR. Without these vital resources, we will undoubtedly disadvantage the most vulnerable people in our population, who already experience the highest levels of health inequality and therefore our goal is to target our resources to those most in need and address this inequity in all that we do. We look forward to working in partnership with our commissioned provider as we continue this challenging mission.

Initially this service will focus efforts and resources on the following vaccines: Covid-19, flu, MMR, Pertussis and RSV, however over time the provider will be expected to work with the LLR system to develop the governance and operational delivery of vaccines across the life-course, including seasonal campaigns, routine vaccine programmes and during surge situations or outbreaks. This provision will include the following components:

- Roving Healthcare Units

- Community Street Team

- Central Booking Service

- Super Vaccinators

- Operational Management Resource

- Vaccine Management

- Storage, maintenance and transportation of system surge equipment

- Leadership

- Community Engagement

The anticipated contract value is circa £1.2m per annum - this is subject to change, and it is indicative only at this stage.

Provider Selection Regime

The ICB are aware of their transparency obligations under The Health Care Services (Provider Selection Regime) Regulations 2023. Please note for those providers expressing interest for these services, this does not guarantee that they will not be required to register for any future provider selection process, and they should not rely on their response to this Expressions of Interest notice as confirmation that the ICB will proceed further.

Furthermore, although the ICB is conducting this market engagement exercise, it is under no obligation to take up any suggestions from providers.

All details provided by the ICB are in draft format, the ICB reserves the right to change/amend any aspect of the requirement prior to any potential future procurement exercise.

This notice is issued subject to Provider Selection Regime regulations. Please note that any subsequent contract ultimately emanating from this notice will be subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contract Regulations 2015 will not apply to any future award.
