North of England Commissioning Support (NECS) is working for and on behalf of North East and North Cumbria ICB (The Contracting Authority) to commission an Alternative Provider Medical Service (APMS) to be delivered from Elswick Health Centre, Meldon Street, Elswick, Newcastle Upon Tyne NE4 6SH to cover the patients of Elswick Family Practice with a weighted patient list size of 7,890.51 (April 2022), and a patient list size of 7,433 (as at Oct 2022).
The Global sum per patient is £94.97 (net of out of hours payments) and the contract will also be eligible to received income for QOF, DES, CCG Commissioned Enhanced Services, Vaccinations and Immunisations, PCN DES and premise reimbursements. There is also a possibility that the Contracting Authority will be able to provide a set amount of funds to support mobilisation as part of the contract.
The term for the contract will be for 5 years , with effect from 1st July 2022 , with the option to extend for 2 further 2 year periods ( 5+2+2) years subject to satisfactory financial and contractual performance and at the discretion of the Contracting Authority.
This is a Call for Competition as per Regulation 75 (i) (B (iv)) of the Public Contract Regulations (PCR) 2015 as such organisation will need to register an interest in bidding for this opportunity in order to be invited to submit a bid.
The ICB is inviting any provider interested in delivering these services to express their interest. Further detail on the service is available on the In-tend Website. Providers expressing an interest must do so by 1700hrs on the 16 January 2023 to be considered, no late applications will be accepted. All providers who have expressed an interest will then be invited to a competitive process under Regulation 74 of the Public Contract Regulations (Light Touch Regime) mirroring a restricted procedure. The tender documents will be made available to those providers which has registered an interest on the 17 January 2023 with a deadline of 12:00 07 February 2023
Under the Public Services (Social Value) Act 2012, Contracting Authorities must consider:
(a) How, what is proposed to be procured might improve the economic, social, and environmental well-being of the area where it exercises its functions; and
(b) How, in conducting the process of procurement, it might act with a view to securing that improvement.
Accordingly, the subject matter of the contract has been scoped to take into account the priorities of the Contracting Authority relating to economic, social, and environmental well-being.
The Transfer of Undertakings (Protection of Employment) Regulations 2006 (as amended) may apply. Bidders are advised to obtain their own legal advice and carry out due diligence including the New Fair Deal non-statutory policy setting out how pensions issues are to be dealt with when staff are compulsorily transferred from the public sector to independent providers delivering public services.
NECS is utilising an electronic tendering tool to manage this procurement and communicate with potential bidders. Accordingly, there will be no hard copy documents issued to potential bidders and all communications with NECS, including your submission, will be conducted via the In-tend portal https://in-tendhost.co.uk/nhsnecsu.
