No other alternative or substitute exists for this procurement as the Human Tissue Authority are the non-departmental body of the Department of Health and Social Care responsible for regulation of organisations that remove, store and use human tissue for research, medical treatment, post-mortem examination, education and training, and display in public. They also give approval for organ and bone marrow donations from living people. HTA are the sole authority who can monitor, inspect, and regulate organisations and it is a statutory requirement for the Stem Cell Bank to renew this licence on an annual basis.
