two.2.4) Description of the procurement

2gether Support Solutions, on behalf of the contracting Authority, is intending to award a contract for the provision of elective care services under Regulation 9 (Direct Award Process C) of The Health Care Services (Provider Selection Regime) Regulations 2023, i.e., the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard.

The provision of elective care services include:

i) urology cystoscopy with in-house support;
ii) urology lower urinary tract symptoms outpatient appointments with cystoscopy procedures; and
iii) gynaecology hysteroscopy procedures with histology support.

The proposed contract shall commence from 8th July 2025 for a period of up to nine months, to 31st March 2026.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Any written representations by providers must be made to the Contracting Authority by midnight on 7th July 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act Regulations 2023 do not apply to this award.

The standstill period begins on the day after the publication of this notice. Any written representations by providers must be made to decision makers by midnight on 7th July 2025.

This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.

Any written representations by providers must be made to ekh-tr-procurement@nhs.net, for the attention of the Senior Category Manager - Corporate services (C371096).

The Contracting Authority:

a) is satisfied that the considerable change threshold has not been met;
b) is satisfied that the existing provider is satisfying its existing contract and will likely satisfy the proposed contract to a sufficient standard, including the Key Criteria set out in Regulation 5 of the PSR; and
c) prioritised quality and innovation and value as the key criteria for its decision making, recognising their critical role in ensuring patient satisfaction and seamless healthcare delivery.

This decision has been made as per the Contracting Authority's governance processes. No declared conflicts or potential conflicts of interest of the individuals making the decision were identified.
