two.2.4) Description of the procurement

Tissue and Eye Services (TES) is a specialist function within the Organ and Tissue Donation and Transplantation (OTDT) directorate of National Health Service Blood & Transplant (NHSBT). The TES department provide a serum eyedrops service to patients suffering from severe ocular surface disease. Whole blood donations are processed to separate serum from red cells, and dilute the serum 1:1 with physiological saline. This processing is accomplished in a closed system using sterile connecting devices. Following processing, the diluted serum must be dispensed into individual pouches, before being sent to the patient.

This tender is for a dispensing system that can be connected to the bag of diluted serum using a sterile connecting device, and that permits the required volumes of diluted serum to be dispensed into individual containers that can subsequently be disconnected from the dispensing system and stored as individual containers without exposing the contents to the environment.

NHSBT now wishes to commence a formal procurement process and is seeking to engage with suppliers to supply pouches for Serum Eye Drops:

We require the following to be covered:-

• A dispensing system capable of being connected to the system used for collection of blood, using a sterile connecting device.

• A dispensing system with individual pouches that can be filled following a single sterile connection.

• Individual pouches capable of dispensing diluted serum as individual drops in a controlled manner that permits the dispensing of single drops at a time.

• Re-sealable pouches with a leak-proof seal or single use.

• Pouches to be provided to allow for patient and process evaluations.

• A fully traceable dispensing system, with a batch number and expiry date printed on the external packaging and lot controlled.

• A dispensing system which is single wrapped with the internal surface of the wrapper being sterile.

• A dispensing system and pouches that comply with the requirements of ISO 10993 and ISO 3826.

• The material used to manufacture the pouches is sufficiently transparent to enable the volume of diluted serum present to be visualised.

• Pouches incorporate an anti-tamper or tamper indicator mechanism.

It is NHSBT's intention to hold pre-procurement supplier engagement meetings the week of 08 January 2024. The meetings will be held remotely, the dates are to be confirmed. To enable NHSBT to finalise arrangements (e.g. send meeting details and agree time slots) for the meeting’s, interested organisations are required to send an expression of interest via email to coco.otiotio@nhsbt.nhs.uk by no later than 17:00 hrs (GMT) on 12/12/2023. This should include a list of your potential attendees and a brief overview (or a website link) of the Goods / Services which might be offered. Please include options, if available, for a managed service contract.
No business whatsoever is guaranteed under any resulting framework agreement or contract, and there is no guarantee that any framework agreement or contract will be put in place in relation to this notice. No compensation etc. will be paid if a tender or resulting framework agreement is withdrawn for any reason. Bidders should take part in this process only on the basis that they fully understand and accept this position.

It should be noted that this procurement exercise may allow other Health authorities to use any agreements awarded.
