two.2.4) Description of the procurement

Norfolk Fire and Rescue Service (NFRS) currently declare 4 Water and Flood Rescue Boat Operator (WFRBO) teams for national deployment, so all crews must be trained to the standard of DEFRA Flood Rescue Concept of Operations (November 2019), Module 4. To address the training needs in this subject matter, NFRS currently sends personnel away to an external Rescue 3 Europe accredited training provider for residential initial and refresher training. NFRS has an objective to continue with the success of this training model and has appointed a Rescue 3 Europe accredited training provider with a proven track record of delivering initial and refresher WFRBO residential training courses.The Training Provider shall design and deliver a Rescue 3 Europe accredited Programme of training that complies with the requirements of and achieves the standard as prescribed by the DEFRA Flood Rescue Concept of Operations (November 2019), Module 4. The Providers Training Programme will include initial and re-certification training courses for NFRS staff; the training shall be residential and supported with appropriate training materials and learning resources.

two.2.4) Description of the procurement

Currently, Norfolk Fire and Rescue Services (NFRS) instructional staff within the training department train personnel to Water and Flood Rescue Technician (WFRT), Rescues from Vehicles in Water (RVW), Water First Responder (WFR) and Water Awareness level. These courses are DEFRA standard and accredited by Rescue 3 Europe.The Council has awarded a contract for a training provider to design and deliver a Rescue 3 Europe accredited Programme of instructor training that complies with the requirements of, and achieves the standard as prescribed by the DEFRA Flood Rescue Concept of Operations (November 2019), Module 3 Instructor (pages 94-95).NFRS’s current arrangement for the provision of these services expires in December 2022 and NFRS has awarded a new contract with a service provider for an initial period of 3 years with the option to extend by up to 3 further years subject to satisfactory performance.
