Due to an abandonment of procurement the Metropolitan Police Service (on behalf of the contracting authority, MOPAC) have conducted a Negotiated Procedure without prior publication to the supplier, Aura Security Group Ltd/ T/A Lock and Key.

The Metropolitan Police Service (MPS) have placed an award of contract with Aura Security Group Ltd/ T/A Lock and Key for a duration of up to 7 months with a contract value of £99,000.

Services delivered by the awarded supplier shall be Vehicle locksmith services to the MPS/VRES.

The Metropolitan Police Service (on behalf of the contracting authority, MOPAC) shall be seeking to re-tender the services during this award.

four.1) Description

four.1.1) Type of procedure

Award of a contract without prior publication of a call for competition in the cases listed below

Explanation:

The MPS on behalf of the Contracting Authority (MOPAC) abandon a previous procurement in relation to Vehicle Locksmith services due to some economic operators that were unable to access the procurement documentation via the Authority's procurement portal which became apparent only when the tender deadline reached. Since the abandonment of the procurement the Authority were considering its options for a re-procurement however the Authority required service continuation of vehicle locksmiths. Without service continuation the Authority would experience and be exposed to operational risk due the nature of the environment these services are required for. The Authority's requirement of vehicle locksmith and what it entails is of a specialist nature. The current and existing contract was extended until November 30th 2023. The MPS have yet to publish an ITT for a re-tender and therefore are enacting a negotiated procedure without publication with the current supplier. The MPS shall be relying on PCR Regulation 32(2)(c) whereby insofar as is strictly necessary where, for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with. The award of contract via the negotiated procedure shall provide adequate time to the Authority to run a competition whilst safeguarding service delivery of vehicle locksmith services for the foreseeable future. The negotiated award of contract shall commence 1st December 2023. The Authority expects a replacement contract to be awarded 2024.
