two.1.4) Short description
Powys County Council ('The Council') wish to procure a single contract for the whole county. This contract is to deliver support for children and young people with a disability, those with additional learning needs and their families across Powys.
The service will include 1-2-1 support and group work, bespoke short-breaks through outreach and home-based support (including children's domiciliary care) to support and achieve any identified well-being outcomes.
The service will be delivered by a provider registered with Care Inspectorate Wales as a Childrens Domiciliary Care Agency.
The contract will be for 3 years with the option to extend for a further 1 year plus 1 year at the Council's discretion.
The Council intends to let the contract in compliance with Regulations 74 – 77 Light Touch Regime (LTR) under the Public Contracts Regulations 2015 (PCR 2015) and will use a “pseudo” Open Procedure.
The Council is awarding a contract, which allows flexibility while complying with Treaty principles of transparency and equal treatment of providers.
