two.2.4) Description of the procurement

The service to which this procurement relates fall within the scope of Schedule 1 of the Health Care Services (Provider Selection Regime) Regulations 2023. As such, the procurement of the Services is being run as a bespoke, single-stage application process akin to the Open Procedure.

It is for the provision of short term goal-oriented, evidence-based rehabilitation for patients who present with health needs which are likely to benefit from a short period of inpatient rehabilitation. Their needs are such that they cannot safely return to their own home straight away directly from acute care.

This notice is an intention to award a Contract under the competitive process. The dates between which the services are intended to be provided are November 2024 - March 2025.

The approximate lifetime value of the contract is £495,000.

This is a new service and a new Provider.

six.3) Additional information

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award.

The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 23.59 on 7 November 2024. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.

The Award decision was approved by the NHS South West London Integrated Care Board; Procurement Oversight Group (POG) & Contract & Procurement Group (CPaG) based on a recommendation from the procurement evaluation panel.

There were no conflicts of interest declared or identified amongst evaluators.

The criteria used to award the contract was mapped to the five Key Criteria as follows: (1) Quality and Innovation: 30% (2) Value: 10% (3) Integration, collaboration and service sustainability: 40% (4) Improving access, reducing health inequalities and facilitating choice: 10% (5) Social value: 10%.
